低碳试点城市背景

 

  为推动低碳发展,国家发改委在2010和2012年分别批复了第一、二批国家低碳城市试点,包括6个省区和36个城市低碳试点。2016年4月,国家发改委办公厅下发了《关于组织推荐第三批低碳城市试点的通知》,要求各省组织推荐申报第三批国家低碳城市试点。湖南省政府从长株潭一体化发展考虑,一并推荐长沙、株洲和湘潭三市申报国家低碳城市试点,并于2017年1月获得国家发改委正式批复。
 

  亚洲开发银行促进中亚区域经济合作(CAREC)低碳发展城市项目。重点关注CAREC国家的试点城市——阿斯塔纳(哈萨克斯坦),长沙-株洲-湘潭(长株潭)城市群(中国)和乌兰巴托(蒙古)。

本次区域技术援助(RETA)的目标是支持试点城市确定温室气体清单,规划和建设可持续的、且具有气候适应性的城市基础设施,同时刺激创新、创造就业机会。

 

 

   中心理事长张繁在首尔论坛参与研讨环节。围绕低碳试点城市工作这一议程,介绍了长株潭城市群低碳发展工作情况,以下为发言概要。

   很高兴受邀参加本次论坛,更高兴的是这次我能陪同湖南省有关部门和长沙、株洲、湘潭、郴州这些试点城市的主管官员参加这届论坛,再次感谢主办方提供宝贵的学习和交流机会。

 

   这个章节主要是谈试点城市,我想分为两部分向大家介绍。首先简单介绍长株潭城市群的基本情况,然后谈谈我们在推进低碳试点工作中的一些感受。

 

   长株潭城市群包括长沙、株洲、湘潭三个城市,位于中国的中部地区,是长江中游城市群的重要组成部分,是湖南省经济发展的核心增长地区。三个城市的两两距离不到20公里,结构紧凑。湖南省有14个城市,接近7000万人口,而这三个城市人口占比约为20%的情况下,产出了接近全省40%的GDP。

 

   我们在考虑向国家申请低碳城市试点的时候,我们是同时考虑的三个城市,也就是这个城市群。我们试图通过城市群的整体协同,去探索在较大空间范围内推动低碳发展,是否有更多的政策空间和更多的投资方案可供选择。我们尝试让三个城市的市长坐到一起,协商并且提出一个统一的低碳发展目标,比如达峰的年限和峰值等等。将城市间的竞争和温室气体排放的挤压转化为协同与合作。

 

  长株潭城市群是中国和亚太地区城市化快速发展的一个缩影,是一个“普遍”的、“普通”的城市群。所有的试点我们需要从普通的样本中选出来,这样通过试点实验才能得出可以复制的经验。所以我认为关注试点的结果,更要关注试点的过程。

 

  我们在长株潭的工作大致分四个方面进行:一是数据基础,三个城市分别编制了温室气体清单,摸清了家底。二是开展顶层设计,我们通过引入国际专家团队,与本地专家合作,研究模拟了三个城市各自的排放达峰情景,确定了目标,并以此作为低碳转型的倒逼动力。三是积极推进国际合作,与亚行这样的国际组织充分合作,在湘潭市开展了亚行也是中国首个低碳城市的贷款项目,等下Nawon女士会做介绍。四是推动政府安排了专门的公共资金,用于奖励补贴那些真正有创新的低碳减排项目,并成为了常态化的机制。

 

  时间关系,我就给大家先介绍这些情况,希望大家有机会来湖南,来进一步了解湖南的低碳发展。谢谢大家。

 

 

 

I am very glad to be invited to attend this Forum, and even more glad that I can accompany the officials of relevant departments in Hunan province who are in charge of low-carbon development of changsha, zhuzhou, xiangtan and chenzhou cities to attend this event. I would like to extend my sincere gratitude to the organizers for providing such valuable learning and communication opportunities.

 

This section is mainly about pilot cities, which I want to introduce to you in two parts. Firstly, I will briefly introduce the basic situation of changzhutan city cluster, and then I will talk about our thoughts on promoting low-carbon pilot work.

 

Changzhutan city cluster, including changsha, zhuzhou and xiangtan city, is located in the central region of China. It is an important part of the city cluster in the middle reaches of the Yangtze river and the core growth area of economic development in hunan province.The three cities are less than 20 km apart and are compact.Hunan province has 14 cities with a population of nearly 70 million, and these three cities account for about 20% of the population and the 40% of province's GDP.

 

When we applied for the national low-carbon city pilot program, we are considering three cities at the same time, namely this city cluster. We are trying to explore whether there are more policy space and investment options for promoting low-carbon development within a larger space through the overall coordination of the three cities.We're trying to provide opputunites for the mayors of three cities to negotiate together and come up with a common low-carbon development goal, such as the target of GHG emission peaking year and emission peak, etc. We turned the competition among cities and extrusion of greenhouse gas emissions into synergy and cooperation.

 

Changzhutan city cluster is an epitome of rapid urbanization in China and the Asia-Pacific region. It is a "universal" and "ordinary" city cluster. All the pilots we need to pick from the normal samples, so that we can replicate the experience through pilot experiments. So I think we should pay more attention to the process of the pilot establishment rather than the results.

 

Our work in Changzhutan city cluster is mainly including four aspects:

First,the data base. The three cities have compiled greenhouse gas inventories to make a clear plan. 

The second is to carry out top-level design. By introducing an international team of experts and cooperating with local experts, we studied and simulated the emission peaking scenarios of the three cities, and determined the target, which will serve as the driving force for low-carbon transformation. 

Third, we actively promoted international cooperation with ADB,to carry out China's and also ADB's first low-carbon city loan project in xiangtan city. Ms. Nawon will introduce it later. 

Fourth, the government arranged earmarked public funds to reward and subsidize thoes innovative low-carbon emission reduction projects, which has become a regular mechanism.

 

I just introduce these information to you due to limited time. I hope you will have the opportunity to come to hunan to further understand the low-carbon development of Hunan. Thank you.
